Here is how it works to reach exceptional results:
The sound transmits first through the soft cushioned side of the acoustic curtain, which dampens the sound. Next, the noise reflects on the sound blocking material on the back side of the curtains. The sound blocking material forces the sound to travel through the same sound dampening material again, and absorbs the noise a second time.
